Dubai Malls Deploy AI to Crack Down on Parking Violations

Enhancing Accessibility with AI Technology

Shoppers visiting three of Dubai's most renowned retail locations are about to experience a new level of technological innovation aimed at improving safety for vulnerable road users. Emaar Properties, a leading real estate developer in the region, has partnered with Parkin, the emirate’s public parking operator, to introduce an advanced AI-powered monitoring system at Dubai Mall, Dubai Hills Mall, and Marina Mall.

This initiative is specifically designed to protect designated parking spaces for individuals with disabilities. By using Parkin’s automatic number plate recognition (ANPR) platform, the system will integrate smoothly with Emaar’s existing infrastructure to ensure that these essential spots remain available for those who require them.

How the System Works

The AI-driven system operates with remarkable accuracy. When a vehicle parks in a designated disabled parking space, the AI cameras quickly scan the vehicle’s registration plate. This information is then cross-checked against a database of valid disability permits.

If the system does not detect a valid permit, it immediately alerts inspectors at Parkin’s central command center. Human inspectors then review the footage to confirm the violation before issuing a penalty notice.

Balancing Enforcement with Fairness

Recognizing that some violations might be unintentional, the operators have introduced a short grace period. This allows drivers who may have mistakenly parked in the wrong spot to move their vehicles before facing any penalties. This approach ensures a balance between strict enforcement and fairness.

In addition to the automated technology, Parkin will continue to conduct regular field inspections across the three malls. This dual strategy aims to enhance traffic flow and ensure that specialist parking spaces are used correctly, reducing the frustration often experienced by individuals with disabilities who struggle to find accessible parking.

Financial Success and Future Expansion

This technological upgrade coincides with a period of significant financial success for Parkin. In February, the company reported record-breaking revenue and profits for the fourth quarter of 2025. Net profit increased by 53% to Dh183.6 million ($50 million), while full-year revenue rose by 43% to Dh1.32 billion.

Looking ahead, Parkin plans to expand its public parking portfolio by adding between 5,500 and 7,500 new spaces throughout 2026. This expansion is expected to generate an additional Dh560 million to Dh610 million in revenue, reinforcing the company's role as a key player in Dubai's evolving smart city infrastructure.
