Beijing Mandates Green Energy for AI Data Centers in New Plan

The Chinese government has unveiled a comprehensive action plan aimed at integrating green electricity with artificial intelligence (AI) infrastructure, marking a significant step in aligning the rapid growth of AI with national carbon reduction goals. The initiative, which outlines 29 specific measures, is designed to ensure that new data center projects prioritize the use of renewable energy sources.

Key Measures and Objectives

The policy document, issued by four key governmental bodies—the National Energy Administration, National Development and Reform Commission, Ministry of Industry and Information Technology, and National Data Administration—encourages operators to increase the proportion of green electricity used in computing facilities. This will be achieved through mechanisms such as "green certificates" and participation in "green power trading markets." Additionally, the plan promotes the adoption of cleaner backup power systems, aiming to replace traditional diesel generators.

One of the main objectives of this strategy is to foster the development and use of domestically produced AI software and hardware within the energy sector. This includes the optimization of local AI chips for applications in energy management and other related fields.

The ultimate goal is to create a "new development pattern of mutual empowerment and deep integration between AI and energy" by 2030, as stated by regulators.

Growing Demand for Electricity

The push for greener AI infrastructure comes amid a surge in electricity demand driven by China's booming AI industry. According to the China Electricity Council, electricity consumption in the sector increased by 44% year-on-year in the first quarter of 2026, reaching 22.9 billion kilowatt-hours. The China Academy of Information and Communications Technology estimates that computing centers could consume over 400 billion kilowatt-hours annually by 2030.

Power costs already account for 50% to 70% of operating expenses at some data centers, highlighting the urgent need for more sustainable and cost-effective energy solutions.

Strategic Shift in Data Center Location

To manage this growing demand, efforts have accelerated to shift data center expansion towards northern and western provinces of China. These regions offer more abundant wind and solar resources, along with lower electricity prices, making them ideal locations for green-powered computing facilities.
